From Paper Packets to a Digital Workflow
Eastern Aroostook Regional School Unit #39 serves the communities of Caribou, Limestone, and Stockholm in northern Maine. The district provides education from pre-kindergarten through 12th grade, along with adult and community education and technical training through the Caribou Regional Technology Center.
In May 2025, RSU 39 adopted Blueink under the Enterprise Envelopes annual plan to streamline its open enrollment process and improve document management in Human Resources.
Before using Blueink, HR handled everything on paper; an approach that led to delays, misplaced forms, and inefficiencies across multiple schools. Landeen noted that the department had to process “mass amounts of applications,” many of which were misplaced or delayed before filing.
After exploring options, Landeen considered DocuSign but ultimately selected Blueink for its affordability, simplicity, and education-focused functionality.
Simplifying Open Enrollment for 200+ Employees
When open enrollment began, Shelby Landeen, HR and Payroll Administrator for RSU 39, used Blueink to replace the district’s manual benefits process with a fully digital workflow.
“I will say it went really well,” said Landeen. “I didn’t have paper at all, which was a huge relief.”
Employees accessed enrollment packets through a single email link, filled them out online, and returned them automatically. No printing or scanning required.
“I found the tracking of what people did to the log, if you will, of when they opened it or when they completed it. That was extremely useful,” Landeen explained.
With over 200 staff participating, the process became smoother, faster, and far easier to track across multiple schools and departments.
“Blueink has significantly reduced our turnaround time for receiving documents, completely removed the need for paper applications, and ensured all applications were received and processed per employee.”
User-Friendly Tools That HR Can Run Independently
Blueink’s templates and Smart Link features gave Landeen full control of the enrollment process without relying on IT support.
“The ease of downloading or creating a document and sending it to employees,” Landeen said, describing her favorite aspect of the platform.
“I find it user-friendly. I don’t find it difficult. I honestly don’t have any critiquing feedback for it. But I think that it’s been great.”
By embedding a Smart Link in the district’s open enrollment email, staff could complete forms from any device. For HR, the audit trail and real-time notifications provided confidence that every document was completed and stored securely.

“I will use it more,” said Landeen.
“I would like to go in and create a few more templates that are just common. Like, for me, a direct deposit change. People want to make those all the time, and I have to send them a form to print and fill out. I think that would be a template,” she added.
“Oh, the W-4s. I send out W-4s a lot for changes. So I thought those would be good templates to have so I could just shoot them out when people need them.”
RSU 39 also keeps completed documents organized digitally. “We do save them in a shared Google Drive,” Landeen added.
